Effective public management: Implications for local governments and their development

Abstract

The fundamental purpose of this article is to examine in depth the managerial skills applied in public procurement processes in Peru, specifically during the periods between 2021 and 2019, with the aim of evaluating the effects these efforts have had on social well-being and economic growth. This research is based on the premise that public procurement represents one of the most important government activities for a country's development, as it directly impacts the efficiency of public spending and the satisfaction of collective needs. Regarding the methodology, a qualitative approach with an inductive orientation was adopted, and a phenomenological design was used to explore the perceptions of the actors involved in these processes. Data collection was based on in-depth interviews with open-ended questions, thus facilitating a richer and more detailed understanding of the participants' experiences. Four public officials with direct experience in public procurement were interviewed, and the findings showed that there are professionals with appropriate profiles and well-developed managerial skills that allow for efficient and transparent public procurement processes. Furthermore, it was observed that the integration of managerial skills contributes significantly to generating well-being among the population, especially when these skills are articulated with ethical principles, social responsibility, and institutional values. However, although the presence of honest and qualified officials was confirmed, the study concludes that the major challenge remains extending these good practices to all levels of public administration, with the goal of promoting an organizational culture that guarantees social well-being on a sustained basis throughout the country.
